One of the best views of Oslo is from The Ekebergrestauranten situated on a hill southeast to the centre of Oslo. From here you can see the whole city, all the way up to Holmenkollen, the fjord, the islands, Fornebu (where the old airport used to be), and the Bygdøy museums. If you are on a budget this might be a little expensive. There is an alternative - it is not a restaurant, but you can have a Norwegian waffle and ice cream while you enjoy the beautiful view of this wonderful city. You take the tram no. 18 Ljabru/Holtet or 19 Ljabru from outside the Central Station, get off at a stop called Sjømannskolen, follow the road upwards the hill, along the tramtracks for a couple of minutes, and you will soon see a sign that says “Café Utsikten”. Follow the sign and you will soon be on a mountain shelf viewing the whole city. You can buy waffles, coffee, ice cream and other refreshments here.
